Last time, the good guys had learned of Villain's plot to become SuperVillain. Mayor put the city under Marshall Law until Hero could find and arrest Villain. To stall for time, Villain released killer bees. Hero stopped them and only has enough time to find Villain before there is enough pink poison to turn him into SuperVillian.
